Investments in people are just as important, if not more important, than investments in the other commu¬nity capitals: “Human Capital includes those attributes of individuals that contribute to their ability to earn a living, strengthen community, and otherwise contribute to community organizations, to their families, and to self-improvement” (Flora et al. 2004).
