Abstract
Three important studies are involved in an investigation of the cost of a governmental unit. These are expenditures, receipts, and indebtedness. The result of the three studies, properly coordinated, will yield what is known in public finance as "net expenditures" or, if the government under scrutiny should meet with favorable financial conditions, the final study might result in "net receipts". This study will consider only that phase of the cost of government which can be arrived at through an analysis of the gross expenditures of the counties of South Dakota. The term "expenditures" as used herein will, therefore, be taken to mean "gross expenditures".
