Abstract
This study is concerned with the attitudes toward the existing school system and the reorganization of that system in the type of rural county which has lost population through extensive outmigration. In South Dakota many counties have been expecting a loss of population through outmigration. This study specifically looks at Marshall County, South Dakota. The central problem of this study is: What changes have taken place in the school system of a rural outmigration county, and what are the local attitudes toward the present school system and toward proposed reorganization of the system. The objectives of this study are as follows: (1) To determine the extent and nature of population change in a rural outmigration county. (2) To determine the recent trends and present conditions of the educational system of the county. (3) To determine which characteristics o the population are associated with attitudes toward the present schools system. (4) To determine which characteristics of the population are associated with attitudes toward reorganization of the present school system.
