Abstract
The following study is an analysis of City A and City Bin Midship County. The study uses a mixed methods methodology with a focus on themes such as empowerment, social capital as defined by Putnam (2000), political economy theory, and Lefebvre' s (1991) conception of urban space. Both cities are compared through census data from the 1990 and 2000 US Census. Additional data for this comparison includes key informant interviews structured by the above themes. It was found that City A is making good use of their space by encouraging a redevelopment of the downtown district. Further, by following a very different line of development, City B is allowing economics to determine what form of development can take place in the city.
